President Trump Signs Two Executive Orders on Quantum Technology
President Donald J. Trump has signed two significant Executive Orders aimed at reinforcing American leadership in the quantum technology sector. These directives, accompanied by detailed fact sheets, establish a strategic framework to protect the nation from evolving cryptographic threats while actively fostering commercial and scientific innovation in quantum science and technology.
Executive Order 14409, titled "Securing the Nation Against Advanced Cryptographic Attacks," addresses the urgent risks posed by "harvest now, decrypt later" strategies. It mandates a transition to NIST-approved Post-Quantum Cryptography (PQC) for all federal agencies. The order sets strict deadlines, requiring high-impact systems to transition to PQC for key establishment by December 31, 2030, and for digital signatures by December 31, 2031. Furthermore, it requires agencies to designate PQC migration leads and introduces new requirements for federal contractors to comply with these security standards.
The second directive, Executive Order 14411, "Ushering in the Next Frontier of Quantum Innovation," focuses on domestic development and scientific advancement. It introduces the Quantum Computer for Application Development and Discovery Science (QC-ADDS) initiative, which aims to deploy powerful quantum systems at Department of Energy facilities. Additionally, the order directs federal agencies to develop five-year plans for quantum sensing and networking, enhances workforce development through new recruitment strategies and specialized institutes, and expands counterintelligence efforts to protect domestic research from foreign espionage.
