Utah Governor Spencer Cox Signs Executive Order Launching Statewide Quantum Initiative
Utah Governor Spencer J. Cox has officially signed Executive Order 2026-06, signaling the launch of the Utah Quantum Initiative. This strategic move aims to transform the state into a preeminent regional and national hub for quantum research, manufacturing, and commercialization. The initiative is being led by the Governor’s Office of Economic Development (GOED) in collaboration with the Nucleus Institute, focusing on integrating quantum technologies into the broader state economic strategy.
The initiative emphasizes six core strategic pillars, including leadership in hardware integration, workforce development through partnerships like Talent Ready Utah, and the acceleration of startups within the biotechnology and molecular simulation sectors. Furthermore, the order prioritizes the integration of quantum sensing and secure communication platforms across state defense assets, such as Hill Air Force Base and the Dugway Proving Ground. This framework also establishes a Quantum Coordination Council tasked with mapping the state's capabilities and providing a detailed landscape report by March 30, 2027.
By aligning with federal mandates, such as Executive Order 14413, Utah seeks to capitalize on its existing strengths in photonics, semiconductor fabrication, and high-performance computing. The executive order provides a formal policy foundation for future legislative funding and research development, effective until the end of 2028.
